The position we are recruiting for is in a shared assignment between the Executive Office (EXO) and the Information and Communication Technology (ICT) unit.
Main duties
The successful applicant will be requested to perform the following main tasks and responsibilities:
- Define, prioritise and evolve enterprise-wide business capabilities aligned with strategic objectives and policy mandates, leveraging EA frameworks (e.g. The Open Group Architecture Framework (TOGAF)) and tools (e.g. ARIS, Bizzdesign Alfabet) to model, visualise and simulate capabilities for sustainable growth, agility and compliance.
- Translate organisational policies and strategic directives into capability roadmaps, architectural blueprints and IT implementation plans using standard notations and EA modelling tools. Develop practical models and diagrams that guide IT and business initiatives, ensuring alignment with transformation goals and regulatory requirements.
- Guide and align capabilities, processes and technologies (e.g. AI, Cloud, IoT) to evolving business models and regulatory demands. Work within cross-functional teams to design scalable, secure and interoperable solutions that support digital transformation and innovation.
- Collaborate with IT professionals to design and maintain holistic capability frameworks that integrate people, processes, information and technology stacks (e.g. cloud infrastructure, data lakehouses, APIs).
- Proactively assess emerging trends, disruptions and policy shifts (e.g. AI ethics, cybersecurity, sovereignty) using EA tools to model their impact on capabilities. Develop future-state scenarios and impact assessments to inform strategic decisions.
- Collaborate with internal stakeholders at different levels and operational teams to co-create technology-enabled capability roadmaps. Use business analysis methods and tools and governance models to ensure shared ownership and alignment with transformation outcomes.
- Define architecture governance structures, standards and key performance indicators to monitor capability performance, compliance and technology adoption benefits. Use governance dashboards to track alignment with strategic, scientific and policy objectives.
- Champion the value of EA through case studies, Return on Investment analysis and stakeholder workshops, demonstrating how technology investments and architectural principles drive efficiency, innovation and compliance.
- Foster a capability-oriented, technology-driven culture by mentoring IT professionals, product owners and business leaders. Train teams on architectural thinking, EA tools and agile methodologies to embed technology into decision-making.
- Formalise, unify and automate business processes by mapping them to the EUDA business capability model (BCM) using process automation, low-code platforms or integration tools to improve organisational efficiency.
- Support the implementation of relevant actions of the EUDA organisational development plan (ODP) and the roadmap of the strategic planning benchmark project.
Essential requirements
- Proven experience defining, assessing and evolving business capabilities using EA modelling languages (e.g. ArchiMate, UML) and tools like ARIS, Alfabet, or similar, aligning with strategic/policy objectives in complex/regulated environments.
- Proven experience designing frameworks that integrate business capabilities with ICT systems, governance and metrics, and guiding enterprise-wide transformation, aligning capabilities, processes and technologies (e.g. cloud, AI, IoT) to new operating models, leveraging solution architecture for scalable, secure digital solutions.
- Proven experience collaborating with internal stakeholders at different levels and cross-functional teams to co-create strategic outcomes, translating technical requirements into business solutions.
- Proven experience establishing and managing architecture governance structures using standards (e.g. TOGAF, ITIL, COBIT or similar) and compliance frameworks (e.g. EUDPR, ISO 27001 or similar) to ensure alignment with strategic objectives and risk mitigation.
- Proficiency in EA tools (e.g. ARIS, Alfabet or similar) for modelling capabilities, process maps and governance dashboards.
