Target audience

We are looking for a Project Officer Underwater and Seabed Warfare.

Under the supervision of the Head of Unit Maritime Domain, the jobholder will be responsible for and contribute to the following activities:

  • support Member States by managing ongoing and future projects in the maritime domain, notably in the areas of Underwater and Seabed Warfare (UWSBW) and Underwater Domain Awareness (UDA);
     
  • manage the Category B Programme on Critical Seabed Infrastructure Protection (CSIP) and its related working bodies;
     
  • organise meetings, workshops, operational exercises and symposia to support the implementation of EU Capability Development Priority in UWSBW;
     
  • contribute to the implementation of EU Capability Development Priorities and related initiatives;
     
  • support ad-hoc projects and programmes (Category A/B), including the facilitation and management of Category B projects;
     
  • monitor activities in Research & Technology (R&T) and Capability Development through a cross-directorate approach, maintaining close cooperation with the responsible Project Officers;
     
  • coordinate and organise EDA participation in exercises and experimentation, particularly in the fields of CSIP and UDA;
     
  • contribute to the development, enhancement, and implementation of all initiatives related to Capability Development and Defence Acquisition in which the Unit and Directorate are engaged;
     
  • contribute to the preparation of Coordinated Annual Review on Defence (CARD) dialogues, analysis of CARD findings, and the formulation of recommendations;
     
  • contribute to the assessment and support of PESCO projects, when requested by Member States;
     
  • support the development of the European Commission’s defence-related funding programmes and related documentation;
     
  • contribute to activities related to the elaboration and implementation of high-level documents (e.g. Strategic Compass, Gap Analyses, Action Plans);
     
  • develop and maintain effective working relationships with key stakeholders, including the EU Military Staff, other Council bodies, the European Commission, participating Member States (Military Staff, Procurement Agencies, etc.), and NATO;
     
  • represent the Agency at conferences, workshops, and seminars;
     
  • perform additional tasks as required in the interest of the Agency.

In carrying out these duties, the jobholder will have primary responsibility for project management activities, including procurement, which entails:

  • supporting the preparation and management of projects/programmes, including definition of requirements, market surveys, acquisition strategies, and preparation/negotiation of project arrangements and contracts;
     
  • managing projects/programmes in the maritime domain that are of interest to Member States, within the EDA framework (Category A/B, Operational Budget, Ad Hoc Budget);
     
  • contributing to the Agency’s and Directorate’s efforts to reinforce and develop project management and procurement approaches, processes, and competencies.

Duties may evolve in accordance with the development of the EDA’s structure and activities, and decisions of EDA management.
