Target audience
We are looking for candidates that meet the following essential selection criteria:
(1) Professional
Candidates will be required to demonstrate the following qualifications:
- a University degree (or equivalent academic degree) in engineering or architecture attested by a diploma;
- at least 5 years of relevant professional experience acquired after the award of the academic qualification required as a condition of eligibility;
- a thorough understanding of and, a successful track record in, modern facility management, including good knowledge of related information systems;
- very good knowledge of AutoCAD or similar systems, and of MS Office;
- at least 3 years of experience with office building projects (new and/or renovation);
- good knowledge, understanding and experience of building safety;
- excellent organisational and administrative skills;
- good knowledge of written and spoken French;
- very good knowledge of written and spoken English.
(2) Personal

Desirable
The following will be considered an advantage:
- a diploma/degree/certification in facility management, building management, real estate management, administration;
- a certification in (building) project management;
- certification(s) in health & safety management.
Why we are consulting
We are looking for a dedicated, motivated and competent Building and Project Manager that, under the supervision of the Infrastructure Coordination Officer and within the Infrastructure Office, will manage the following activities:
Facility Management
- organise, supervise and control the preventive and corrective maintenance of the local infrastructure and technical installations and related services with minimum impact on EDA operations;
- identify solutions for technical problems that may arise in the building and manage resulting repairs or improvements;
- follow up on interventions of contractors (technical, cleaning, catering) and perform quality control over their work;
- manage environmental aspects of the EDA facilities (energy consumption, waste disposal, environmentally friendly initiatives, etc.);
- implement and monitor building-related Health & Safety measures;
- manage operational activities of the Unit such as space allocation, inventory & asset management, distribution of office furniture, supply management, etc.;
- ensure facilities are in compliance with applicable policies, regulations, and building codes.
Budget and Contract support
- make a professional contribution to orders and commitments as well as to the verification of invoices;
- support budget planning, monitoring and execution in his/her/their area of responsibility;
- engage in the management of the building lease contract and operate as a point of contact to the owner of the building.
Administrative tasks
- contribute to drafting technical specifications for tenders (maintenance of technical installations, cleaning, office supplies, utilities services, etc.);
- manage the Unit's internal documentation and infrastructure-related content on the intranet.
Miscellaneous tasks
Furthermore, the jobholder will cooperate with colleagues of the Office and provide support in the following activities, when needed:
- managing the project of the move to the new premises in the short to mid-term (refurbishment);
- performing front office tasks, including monitoring of the functional mailbox;
- improving working conditions in the building and the general wellbeing of staff (in cooperation with HR);
- act as back up to colleagues in the Infrastructure Office as needed;
- take on any additional tasks as required in the interest of the service.
Duties may evolve according to the development of the EDA’s structure and activities, and the decisions of EDA management.

Additional information
The Building and Project Manager will be appointed by the Chief Executive.
Recruitment will be as a member of the contractual staff of the Agency for a four-year period. Renewal is possible within the limits set out in the EDA Staff Regulations. The successful candidate will be recruited as Contract Agent, Function Group IV.
The pay for this position consists of a basic salary of 4.270,49€ supplemented with various allowances including, as applicable, expatriation or family allowances. Successful candidates are graded on entry into service according to the length of their professional experience. Salaries are exempted from national tax, instead an Agency tax at source is paid. Failure to obtain the requisite security clearance certificate before the expiration of the probationary period may be cause for termination of the contract.
Candidates are advised that part of the recruitment process includes medical analyses and physical check-up with the Agency’s Medical Adviser.

This list will be valid until 31/12/2026, and may be extended by decision of the Chief Executive. During the validity of the reserve list, successful candidates may be offered a post in EDA according to their competences in relation to the specific requirements of the vacant post.
