Target audience
The Corporate Services Director (CSD) is accountable to the Chief Executive as Head of the Corporate Services Directorate. Supported by the Heads of Units, the jobholder will be responsible for providing critical business support to EDA operations by delivering high-quality corporate services under 6 dedicated units, namely: Human Resources; Procurement and Contract Management; Finance; Legal; Security; IT, together with the Infrastructure Office and the Record Management Office.
CSD processes are geared towards efficient and optimal use of resources, leveraging good practice and technological solutions while ensuring sound financial management, transparency and accountability; outward focus and commitment to continuous improvement are the hallmarks of CSD.
Reporting to the Chief Executive, the CSD Director will carry the overall managerial responsibility for financial, administrative and human resources matters and will have to act as an advisor on governance, resources and organisational development in view of strategic leadership decisions. The jobholder is expected to have expertise or experience in each of these particular fields and shall be an efficient manager of teams under their responsibility.
More specifically, the jobholder will be responsible for the following activities:
- translating the Agency’s mission, strategy, work programme and priorities into a coherent departmental vision, objectives, and deliverables;
- lead and manage the Directorate and ensure, with the support of the Heads of Unit, critical business support to EDA operations by delivering high-quality corporate services under the 6 dedicated units and the 2 offices mentioned above, ensuring synergies and integrated support to EDA’s operations;
- manage the Agency’s budget (annual budget preparation and presentation, follow-up and co-ordination with the authorising officers of the Agency, monitoring of expenditures, preparation of reconciled financial reports) and act as Authorising Officer by sub-delegation;
- overall personnel management support to all Agency Directorates and Units;
- develop and sustain appropriate links with the local authorities, EDA Member States, the General Secretariat of the Council of the EU, the European External Action Service (EEAS) and the network of EU Agencies concerning administrative matters;
- maintain a harmonised knowledge management framework across EDA;
- safeguard a culture of consistent compliance with rules and regulations as well as ethical behaviour;
- lead the effective and efficient implementation of EDA’s internal control framework;
- develop the competences and skills of Directorate personnel, and evaluate/or contribute to the evaluation of their performance;
- manage integrated teamwork in cooperation with the other Agency Directorates and in relation with external partners, allocating appropriate resources transversally in the most efficient way possible;
- plan and organise the work and the financial and human resources of the Directorate;
- take on additional tasks as required in the interest of the service.
Duties may evolve according to the development of EDA’s structure and activities, and the decisions of EDA management.
