The EU Agencies Network (EUAN) brings together 52 members, located across 24 EU Member States:
- 38 EU decentralised Agencies,
- 11 Joint Undertakings (JUs), and
- 3 EU bodies — the European Cybersecurity Competence Centre (ECCC), the European Institute of Innovation and Technology (EIT) and the European Public Prosecutor’s Office (EPPO).
EU decentralised Agencies
EU decentralised Agencies are bodies established by EU secondary law with their own legal personality. They are set up for an indefinite period and are located across the EU.
The EU decentralised Agencies are created to carry out technical, scientific or administrative tasks specified in their respective founding regulation that support EU institutions and Member States in implementing EU policies.
Their work covers areas that directly impact daily life of EU citizens - from health, food safety and the environment to justice, transport, education and labour rights. By pooling expertise at European level, these Agencies ensure coherence, transparency and high standards across the EU.
Common Foreign and Security Policy Agencies within the Network
The EU has set up Agencies to help implement the EU’s common foreign and security policy, including its common security and defence policy, and other aspects of EU external action. There are three such Agencies:
- European Defence Agency - supports the development of defence capabilities and military cooperation between EU countries.
- European Union Institute for Security Studies - provides critical analysis and insights to inform the EU’s strategic choices in the field of foreign and security policy.
- European Union Satellite Centre - provides geospatial intelligence products and services, primarily by analysing data from Earth observation satellites.
Joint Undertakings
JUs are public–private partnerships set up under Article 187 of the Treaty on the Functioning of the EU (TFEU).
They implement key parts of the EU’s research and innovation programmes and bring together the European Commission, industry partners and research organisations. JUs adopt their own research agenda and award funding mainly on the basis of open calls for proposals.
Through their collaborative model, JUs foster innovation, competitiveness and industrial leadership, supporting Europe’s green and digital transitions.
EU bodies within the Network
Alongside Agencies and Joint Undertakings, the Network also includes three EU bodies with specific mandates:
- ECCC – strengthens cybersecurity capacity across the Union.
- EIT – drives innovation and entrepreneurship through education and research partnerships.
- EPPO – investigates and prosecutes crimes against the EU budget.
