Target audience

A. Essential

Only applications meeting all essential selection criteria will be assessed.

(1) Professional

Candidates will be required to demonstrate the following qualifications:

  • at least 2 years of professional experience, including experience relevant to the tasks described above (see DUTIES section);
  • proven experience in applying HR regulations, particularly with regards to the establishment of individual rights;
  • effective organisational and administrative skills and a methodical approach to work, including accuracy and attention to detail;
  • very good IT skills, particularly in the use of MS Office applications (Word, Excel, PowerPoint, SharePoint);
  • very good communication skills in oral and written English.

(2) Personal

All staff must be able to fit into the Agency's way of working (see para. 2). Other attributes important for this post include:

  • ability to work in a team;
  • proactivity, reliability and capacity to work under pressure with little supervision;
  • strong analytical and problem-solving skills;
  • excellent interpersonal and negotiation skills;

B. Desirable

The following will be considered an advantage:

  • a good command of oral and written French;
  • an official HR qualification (certification or diploma);
  • professional HR experience in an EU institution/agency or in the international public sector;
  • experience with the EU HR tools such as SYSPER2.

Why we are consulting

We are looking for a skilled, autonomous and enthusiastic HR professional. The successful candidate will join a small but dynamic and dedicated HR team covering the full spectrum of HR activities and will have opportunity for professional growth.

Under the supervision of the Head of HR Unit, the jobholder will assist with the day-to-day HR operations, covering relevant administrative functions and duties along the employee lifecycle. Overall, the jobholder will provide support and contribute to the correct and effective implementation of HR processes, in accordance with EDA procedures and regulations and towards the achievement of the Agency's objectives.

Talent acquisition and onboarding

  • contribute to the acquisition of human capital by providing organisational and administrative support related to selection procedures, including participation in selection panels;
  • act as interface for applicants and newcomers throughout the selection and recruitment process;
  • provide assistance in the establishment of individual rights;
  • facilitate the onboarding process of newcomers and provide assistance in onboarding activities;
  • handle administrative/practical issues relating to their installation such as schooling, removals, housing, etc.;
  • support in preparing decisions relating to individual rights throughout the employee lifecycle (grading, indemnities, allowances, salary, severance grants).

HR Administration and support

  • provide an excellent and swift service to all staff on HR/administrative matters;
  • prepare certificates and other administrative documents upon request;
  • contribute to the management and updating of HR databases, HR documents and personal files;
  • prepare and disseminate HR-related communications;
  • contribute to HR metrics and reports.

Budget implementation

  • act as operational initiator or verifier for financial and procurement procedures linked to HR activities.

The selected candidate may take on additional tasks as required in the interest of the service. Duties may evolve according to the development of EDA’s structure and activities, and the decisions of EDA management.

Additional information

The HR Assistant will be appointed by the Chief Executive.

Recruitment will be as a member of the contractual staff of the Agency for a four-year period. The successful candidate will be recruited as Contract Agent, Function Group III.

Contract renewal is possible within the limits set out in the EDA Staff Regulations and subject to a decision/agreement on future contribution agreements signed between the European Commission and the European Defence Agency under the European Defence Fund for entrusted projects responding to EDF calls.

The pay for this position consists of a basic salary of 3.335,94€ supplemented with various allowances including, as applicable, expatriation or family allowances. Successful candidates are graded on entry into service according to the length of their professional experience. Salaries are exempted from national tax, instead an Agency tax at source is paid. Failure to obtain the requisite security clearance certificate before the expiration of the probationary period may be cause for termination of the contract.

Candidates are advised that part of the recruitment process includes medical analyses and physical check-up with the Agency’s Medical Adviser.

Applications are invited with a view to establish a reserve list for the post of HR Assistant at EDA. This list will be valid until 31/12/2026, and may be extended by decision of the Chief Executive. During the validity of the reserve list, successful candidates may be offered a post in EDA according to their competences in relation to the specific requirements of the vacant post. Inclusion on the reserve list does not imply any entitlement of employment in the Agency.
