Target audience

EDA is looking for an Innovation Procurement & EU-funded activities Coordinator.

The Innovation Procurement & EU-funded activities Coordinator is responsible for coordinating, overseeing and managing the entire administrative cycle of innovation-related procurement (in the framework of Hub for EU Defence Innovation (HEDI) operational experimentation campaigns, the BraveTech EU initiative and other EU-funded activities) and grant activities entrusted to the European Defence Agency (EDA) by the Member States and the European Commission (EC) under EU-funded programmes, such as the European Defence Fund (EDF) and its successor (European Competitiveness Fund).

Under the supervision of the Head of Procurement and Contract Unit / Deputy CSD Director, the jobholder will be responsible for/contribute to the following activities:

A. Innovation Procurement

  • coordinate, plan and manage complex innovation procurement procedures (i.a. innovation partnerships, pre-commercial procurement and competitive dialogue, design contests, prizes) in compliance with EU Financial Regulation (Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union (recast)) and Public Procurement Directives (notably 2014/24/EU and 2009/81/EC);
  • provide expert advice to EDA Project Officers (POs), Procurement and Contract Officers (PCOs) on procurement strategies aligning with the Agency’s strategy, programme/project objectives, R&D maturity levels, and other innovation-specific requirements as defined by the relevant stakeholders;
  • harmonise templates and methodologies related to all phases of innovation procurement procedures;
  • ensure strategic oversight and quality control over tender documentation, evaluation methodology, technical specifications, and contract design for innovation-oriented procedures;
  • report regularly to the Head of Unit / senior management on the progress of the activities under coordination;
  • support capacity-building and knowledge-sharing initiatives on innovation procurement across EDA;
  • coordinate lessons-learned exercises at portfolio level, ensuring insights from innovation procurement and contract implementation are timely captured and integrated into future processes and strategies;
  • support audit activities and coordinate follow-ups.

B. EU-funded portfolio

  • coordinate the planning and implementation of the entire EU-funded activities’ portfolio by ensuring compliance with all relevant requirements set in the EDF Financial Framework Partnership Agreement (FFPA) (https://defence-industry-space.ec.europa.eu/european-commission-and-eur…), and the ensuing Contribution Agreements;
  • coordinate drafting and negotiation of Contribution Agreements with the competent services of the EC upon aligning with the relevant EDA internal stakeholders (Policy, Operations, Legal, Finance, Security, Operational directorates);
  • establish and implement quality control standards and internal processes to ensure consistent and compliant contract and grant management practices;
  • act as the primary coordination interface with the EC for all administrative matters related to EU funded activities and represent the EDA in meetings, briefings, steering groups, governance boards, and EC follow-up sessions.

Additional tasks may be assigned as required in the interest of the service.

Duties may evolve according to the development of EDA’s structure and activities, and the decisions of EDA management.
