Target audience
EDA is looking for a Procurement & Contract Officer.
The Procurement & Contract Officer (PCO) will be responsible for managing operational procurement procedures and contract management activities within the framework of innovation-driven projects (including Hub for EU Defence Innovation (HEDI) operational experimentation campaigns, the BraveTech EU initiative and other EU-funded activities).
The PCO will ensure full compliance with the EU Financial Regulation (EU, Euratom) 2024/2509, Public Procurement Directives, and EDF-specific requirements as defined in the relevant Contribution Agreements with the European Commission.
Under the supervision of the Head of Procurement and Contract Unit/Deputy CSD Director, exercised through the Coordination Officer of the Innovation Procurement and EU-funded activities Office, the jobholder will be responsible for/contribute to the following activities:
- ensure overall end-to-end coordination and administer procurement procedures (under operational budget) in compliance with the EU Financial Regulation (EU, Euratom) 2024/2509 & Public Procurement Directives (notably 2014/24/EU and 2009/81/EC);
- manage the full procurement lifecycle: planning, market consultation, call preparation, publication, clarifications, evaluation, notification, award, contract signature by using the Agency’s IT tools and internal procedures;
- provide guidance and support to EDA operational staff and contribute to the development of their understanding of the Agency’s procurement rules and principles and maintain good contact with stakeholders;
- support Project Officers in the preparation of technical specifications and ensure compliance by design with the applicable rules (i.a. eligibility, security classification, intellectual property rights, data protection);
- provide legal advice on contracts;
- provide timely reporting to the Coordination Officer;
- contribute to reporting obligations to the relevant contributing entities (i.e. European Commission) on procurement/contract-related aspects;
- take on additional tasks as required in the interest of the service.
The jobholder will also be responsible for/contribute to contract management tasks:
- manage contract implementation, including amendments and closure;
- monitor contract performance, budget consumption and duration;
- maintain full documentation and traceability of procurement and contract files and support internal and external audits;
- support lessons learned exercises;
- identify and mitigate contractual risks and instances of non-compliance, coordinate remedy approaches with all relevant stakeholders.
Additional tasks may be assigned as required in the interest of the service.
Duties may evolve according to the development of EDA’s structure and activities, and the decisions of EDA management.
