Target audience
In accordance with the Rules applicable to national experts and military staff on secondment to the European Defence Agency (Council Decision (EU) 2016/1352), Seconded National Experts are seconded to the Agency while remaining in the service of their national employer and continue being paid their national salary by that employer.
Therefore, to be considered in the selection process, candidates for SNE posts must be sponsored by their national authorities. Confirmation is required in the form of a letter of sponsorship addressed to the Agency as far as possible by the closing date for the receipt of applications and in any case before a decision is taken by EDA on the candidate to be selected for a secondment.

To qualify for secondment to the Agency, experts shall:
- have worked for their employer on a permanent or contract basis for at least 12 months before their secondment;
- remain in the service of their employer throughout the period of secondment and continue to be paid by that employer;
- have at least three years' full-time experience in defence, administrative, scientific, technical, operational, advisory or supervisory functions relevant to the performance of the duties assigned to them. Before the secondment, the employer shall supply the Agency with a statement of the expert's employment covering the previous 12 months;
- be nationals of a participating Member State or falling within the provisions of the second paragraph of Article 1 of Council Decision (EU) 2016/1352 of 4 August 2016;
- have a thorough knowledge (minimum level C1 oral and written) of one official language of one of the participating Member States and a satisfactory knowledge (minimum level B2 oral and written) of another of these languages for the performance of their duties.

(1) Professional
Candidates will be required to demonstrate the following qualifications:
- a good knowledge of the European defence environment at large and CSDP in particular;
- a good knowledge and practical experience of defence planning and capability development, in a European context;
- experience in military planning and operations;
- a sound knowledge and professional experience of defence and force development;
- management experience within a multinational environment, including the organization and chairing of meetings, workshops, etc;
- a track record of delivering successful business outcomes;
- ability to use IT tools at a proficient level;
- very good command of oral and written English.
(2) Personal
All staff must be able to fit into the Agency's way of working (see para. 2). Other attributes important for this post include:
- ability to work in a multinational team;
- flexibility, tact, with a strong sense of duty and responsibility;
- accuracy and dependability;
- analytical skills, results-orientation and strong motivation;
- excellent interpersonal skills;
- commitment to the Agency's vision, values and objectives.
Desirable
The following will be considered an advantage:
- knowledge of maritime capabilities;
- experience of work related to defence reviews.
Why we are consulting
We are looking for a Project Officer Capability Assessment.
Under the guidance of the Head of Unit and in cooperation with other members of the Cooperation Planning Unit (CPU), the Project Officer Capability Assessment will contribute to tasks such as identifying and promoting EU defence collaborative priorities and opportunities.
The Project Officer Capability Assessment will in particular be responsible for:
- analysing and assisting the development of higher strategic level documents in the framework of EU Capability Development, leveraging military experience and background when directed;
- contributing to the overall Capability Development Plan, particularly by supporting the assessment of EU defence capability development priorities:
- contributing to the update of all CDP work strands;
- conducting the CDP long-term work strand in close coordination with the Project Officer CDP and RTI Directorate. This involves delivering long-term capability assessments to consider the impact of technology on future military requirements;
- conducting meetings with Member States in close relation with the Project Officers from the Coordinated Annual Review on Defence (CARD) framework and the operational units within the CAP Directorate;
- developing dialogue with defence industry partners within the framework of the CDP and participating in industry events when appropriate.
- contributing to the update of all CDP work strands;
- liaising with other regional and international organizations with experience in Strategic Foresight and Innovation.
- representing the Agency in related activities (workshops, seminars, conferences, etc.), such as the NATO ACT Strategic Foresight Analysis, when directed.
- representing EDA within EUMC activities in the Headline Goal Process framework relevant to the CDP context. This includes acting as an observer member of EUMCWG/HTF and coordinating with the EUMC, EUMS, and CEUMC’s office on all appropriate issues;
- maintaining a close working relationship with all relevant Council bodies to support CSDP objectives;
- investigating civil-military synergies in capability development and assisting in their coordination within EDA;
- serving as Document Management Correspondent for the Cooperation Planning Unit, informing new CPU Project Officers about Records Management policies, procedures, and practices, and implementing the EDA Record Management system in the Unit.
The Project Officer Capability Assessment will be flexible in their tasks and show personal initiative in the development of the above responsibilities.

The Project Officer Capability Assessment will be appointed by the Chief Executive.
Secondment will be as a member of the Seconded National Expert staff of the Agency for a three-year period. Renewal is possible within the limits set out in the EDA SNE Rules. The successful candidate will be seconded as AD10/AD11 equivalent.
Applications are invited with a view to establish a reserve list for the post of Project Officer Capability Assessment at EDA. This list will be valid until 31/12/2025, and may be extended by decision of the Chief Executive. During the validity of the reserve list, successful candidates may be offered a secondment in EDA according to their competences in relation to the specific requirements of the vacant post. Inclusion on the reserve list does not imply any entitlement of secondment to the Agency.
