(1) Professional

Candidates will be required to demonstrate the following qualifications:

  • a military logistic planning background, with consistent expertise in medical support, preferably with strategic assignments and operational experience;
  • a thorough understanding and professional experience of the challenges in EU Defence, including CSDP operations and missions, and the competence necessary to propose effective short, medium and long-term solutions related to medical support in operations;
  • knowledge of and proven experience in medical support capability development, with proven experience in at least one of the following domains: operational medical planning; military medical logistics; healthcare management;
  • a track record of delivering successful business outcomes related to projects/programmes/studies in the military medical area, including proven project management skills;
  • familiarity with the international defence environment in general and especially with EU, including a good understanding of the EDA’s core tasks and functions;
  • familiarity with NATO military medical support planning, doctrine and structure, to guarantee full coherence of EU efforts in medical capability development;
  • sound knowledge of public procurement and related EU regulations, including experience in drafting procurement-related documents, notes and briefs;
  • a very good knowledge of written and spoken English.

(2) Personal

All staff must be able to fit into the Agency's way of working (see para. 2). Other attributes important for this post include:

  • ability to work in team and independently in his/her area of responsibility;
  • ability to work effectively in a multinational environment;
  • flexibility and innovativeness;

B. Desirable

The following will be considered an advantage:

  • a military medical background;
  • experience in managing innovative initiatives to strengthen medical support by leveraging Emerging Disruptive Technologies, like Robotics and Autonomous Systems and AR/VR systems;
  • international experience in military medical support;
  • a University degree in Medicine and/or Biomedical engineering.

Why we are consulting

We are looking for a Project Officer Medical.

Under the supervision of the Head of Unit Land and Logistics, the Project Officer Medical Support will contribute to the effective implementation of ongoing activities and projects within the European Defence Agency (EDA) that are related to military medical capabilities. More specifically, the jobholder will be responsible for the following activities:

  • contribute to capability development to improve Member State (MS) capabilities. The work entails, in particular, conceptual work, doctrinal as well as training and exercise aspects, technical developments and operational activities;
  • create synergies between military and civilian capability development for the benefit of MS Armed Forces and CSDP missions and operations;
  • participate in the definition of capability requirements and contribute to the overall EDA Capability Development activities, in accordance with EDA’s Core tasks;
  • inspire, plan and manage the implementation of the 2023 EU Capability Development Priority “Medical Support”; 
  • development and update of the Priority Implementation Roadmap (PIR) to implement the EU Capability Development Priority “Medical Support”;
  • establish and manage the Capability Expert Group (CEG) Medical and related Ad-Hoc Working Groups, as appropriate, in support of MS Capability development efforts, based on the experience from the Project Team Medical;
  • contribute, as appropriate, to the assessment of PESCO project proposals, the European Defence Fund (EDF) project proposals, and current/upcoming European Commission instruments proposals, upon Member States’ request;
  • organize meetings and workshops, as required, and handle the related EDA Collaboration Platform workspaces;
  • support ad-hoc projects, which are in Member States’ interest, facilitating and running EDA projects, such as Multinational Medical Modular Unit and Multinational Medical Evacuation, including possible aggregation of demand activities towards joint procurement;
  • monitor activities in the field of Research, Technology & Innovation and Armaments in a transversal, cross-Directorate approach;
  • maintain the appropriate links with participating Member States and relevant other interested parties like the Council General Secretariat, the European External Action Service, the European Commission and Agencies as well as NATO;
  • represent the Agency during conferences and seminars;
  • take on additional tasks as required in the interest of the service.

Duties may evolve according to development of the EDA’s structure and activities, and the decisions of EDA management.

In order to be considered in the selection process, candidates for SNE posts must be sponsored by their national authorities. Confirmation is required in the form of a letter of sponsorship addressed to the Agency as far as possible by the closing date for the receipt of applications and in any case before a decision is taken by EDA on the candidate to be selected for a secondment.

A selection panel will be appointed. Please note that the selection panel's internal proceedings are strictly confidential and that any contact with its members is forbidden. Each application will be screened based on the requirements of the job profile stated in the vacancy notice. The most suitable applicants will be called for an interview and a written test. If recruited, you will be requested to supply documentary evidence in support of the statements that you make for this application. Additional information

The Project Officer Medical will be appointed by the Chief Executive.

Secondment will be as a member of the Seconded National Expert staff of the Agency for a three-year period. Renewal is possible within the limits set out in the EDA SNE Rules. The successful candidate will be seconded as AD10/AD11 equivalent.

Applications are invited with a view to establish a reserve list for the post of Project Officer Medical at EDA. This list will be valid until 31/12/2026, and may be extended by decision of the Chief Executive. During the validity of the reserve list, successful candidates may be offered a secondment in EDA according to their competences in relation to the specific requirements of the vacant post. Inclusion on the reserve list does not imply any entitlement of secondment to the Agency.

Selected candidates will be required to make a declaration of commitment to act independently in the Agency’s interest and to make a declaration in relation to interests that might be considered prejudicial to their independence.
