Overview
EU Agencies and Joint Undertakings (JUs) are committed to building fair, inclusive and respectful workplaces. Diversity and inclusion are central to their values.
All EU decentralised Agencies and JUs ensure equal opportunities for staff and stand firmly against discrimination based on race, colour, nationality, religion or belief, sexual orientation or ethnic origin. No distinction is made on grounds such as age, sex, disability, marital or family status, or political or philosophical convictions in recruitment or career development.
The EUAN Working Group on Diversity and Inclusion brings members together to cooperate, share knowledge and take joint action across the Network.
What we aim to achieve
Through common goals and joint actions, EUAN strives to make diversity and inclusion a reality in everyday working life. Our objectives focus on ensuring fairness, equal opportunities, and a culture of belonging across all Agencies and Joint Undertakings, mainly by:
- ensuring equal opportunities in recruitment, career development and working conditions
- strengthening gender equality and improving representation of women and minorities in leadership
- promoting inclusive policies covering LGBTIQ+, ethnic and cultural diversity, disability, mental health and age balance
- creating a culture of respect, trust and belonging across EU decentralised Agencies and JUs
- sharing good practices and aligning with EU-wide strategies, in cooperation with the European Commission and other institutions
Diversity and inclusion are about more than compliance. They help create workplaces where everyone feels they belong, can contribute fully, and has equal opportunities to grow—strengthening both the Network and the services delivered to citizens.
What we do
Through the EU Agencies Network (EUAN), members exchange experiences, share good practices, and define common approaches to diversity and inclusion.
EUAN Working Group on Diversity and Inclusion
Established in 2021, the Working Group brings together Agencies and JUs to:
The group works closely with DG HR of the European Commission and other institutions. Agencies also run awareness campaigns, staff training and networks such as the Women’s Support Group.
Each year, the group prepares a D&IAction Plan to guide implementation of concrete measures across the Network.
EUAN Online Talks
EUAN Working Group on Diversity and Inclusion regularly organises online talks and thematic workshops to promote discussion on diversity and inclusion across EU Agencies and Joint Undertakings. These sessions bring together staff, managers and external experts to exchange experience, share good practices and discuss ways to building inclusive workplaces.
Online talks are often organised around key international awareness days or important topics related to equality and inclusion – e.g. International Women’s Day, EU Day for Solidarity between Generations, International Men’s Day etc. They feature guest speakers from EU institutions, EU Agencies and international organisations, as well as recognised experts in leadership, diversity and organisational culture.

Through these discussions, the EUAN Diversity and Inclusion Working Group helps raise awareness, encourage dialogue and share practical ideas that support fair, inclusive and respectful workplaces across the Network.
EUAN Awards on Diversity&Inclusion
The EUAN Diversity and Inclusion Awards celebrate Agencies and JUs that foster inclusive, fair and diverse workplaces.
The annual awards recognise initiatives that:
- promote equal opportunities and inclusive working environments.
- raise awareness of diversity and inclusion across the EU administration.
- showcase effective practices that can inspire other organisations.
EUAN Diversity, Equity and Inclusion Survey 2025
The 2025 EUAN Diversity, Equity and Inclusion (DEI) Survey is the Network’s second joint pulse on how inclusion is experienced across EU Agencies and Joint Undertakings. Designed by a project team comprised of DEI/HR professionals across Agencies and led by Steven Beyba, HR Officer (Eurojust) and Co-Chair of the EUAN DEI Working Group, the survey gives a shared, evidence-based view of where our workplace culture is strong and where more can be done.
A shared snapshot of inclusion across EU Agencies and JUs
Nearly 70 % of respondents said they feel comfortable being themselves at work, and over 80 % described their teams as respectful and supportive. At the same time, many colleagues called for clearer reporting channels, stronger managerial accountability, and more visibility for ongoing DEI actions.
Progress and areas for improvement
The results show steady progress in gender balance and LGBTIQ+ inclusion, with most respondents feeling that equal treatment is a shared value.
Staff pointed to the need for greater transparency in career progression, better support for colleagues with disabilities, and more attention to mental-health and well-being.
Each Agency now has a clear, evidence-based starting point to turn insight into action. The next steps focus on practical measures — making DEI visible as a true priority, empowering managers, simplifying reporting, and sharing progress across the Network. By acting on these results, EU Agencies and JUs aim to build workplaces where everyone feels respected, valued, and able to contribute fully to Europe’s mission.

The second EUAN Diversity, Equity and Inclusion Survey takes a closer look at how inclusion really works across EU Agencies and Joint Undertakings — not just in policy, but in everyday experience. By turning insights into concrete actions, the report helps leaders, managers and teams build fairer, more transparent and more respectful workplaces across the Network. Designed collaboratively with HR, DEI experts and staff representatives, the survey gives a shared, evidence-based view of where our workplace culture is strong and where more can be done. The survey’s anonymous data was pulled together into this report by a team lead by Steven Beyba, HR Officer (Eurojust) and Co-Chair of the EUAN DEI Working Group, and colleagues from Eurojust.
EUAN Diversity Charter
The EU Agencies Network (EUAN), through its Working Group on Diversity and Inclusion, has laid out the principles of diversity and inclusion in the EUAN Charter on Diversity and Inclusion.
Adopted in December 2023, the EUAN Charter on Diversity and Inclusion sets out the Network’s collective commitment to equal treatment and opportunities for all staff, regardless of personal characteristics.

Promoting diversity and inclusion in the workplace
