Type of Procurement Procedures

EU decentralised Agencies and JUs buy services and supplies through public procurement calls, in line with the EU legislation and the principles of: 

  • Transparency
  • Equal Treatment and Non-discrimination
  • Widest Competition
  • Proportionality
  • Sound Financial Management

Depending on the value of the tender, the procurement procedures can be open or negotiated.

NEGOTIATED PROCEDURE FOR TENDERSBelow €15,000Invite one economic operator to submit an offer. Direct invitation with no advance publicity.
€15,000.01 - €60,000Invite at least three economic operators to submit an offer. Direct invitation with advance publicity in the EU Funding & Tenders Portal.
€60,000.01 - €143,000Invite at least five economic operators to submit an offer. Direct invitation with advance publicity in the EU Funding & Tenders Portal.
OPEN OR RESTRICTED TENDERAbove €143,000Open to all economic operators with EU market access. Contract notice published in the Official Journal and EU Funding & Tenders Portal.
REGARDLESS OF THE TRESHOLDAny valueInvite at least one economic operator without an advance publicity. (Limited cases according to the Annex I of the Financial Regulation monopoly, or extreme urgency)

Information about ongoing market research and consultations can be found on the websites of each EU Agency and JUs under the Procurement section.

  • Select the relevant call
  • Click on 'Express interest' and fill in the requested information.

After submitting your information, you will receive an acknowledgement of registration.

Who can participate


Participation in the public procurement procedures of EU Agencies and JUs is open to all natural and legal persons within the scope of the EU Treaties. 

The procurement procedures of EU Agencies and JUs are open are not covered by the WTO Multilateral Government Procurement Agreement (GPA).  

Tenderers established in third countries (non-EU countries) do not have the right to participate in procurement procedures unless international agreements in the field of public procurement grant them the right to do so.

Market research and consultation

EU Agencies and JUs may invite all interested parties to take part in market research and consultations to better understand the terms and conditions applied to contracts in a particular market. Meetings with interested parties may be organised in this regard. 

This phase is for consultation purposes only and does not constitute a part of or a substitute for any procurement procedure.
