EU decentralised Agencies and Joint Undertakings (JUs) publish calls for tender for the supply of goods, services and works. Interested suppliers can take part in these procedures by submitting an offer or to respond to a call for expressions of interest to be preselected as potential candidates for restricted invitations to tender.

Type of Procurement Procedures
EU decentralised Agencies and JUs buy services and supplies through public procurement calls, in line with the EU legislation and the principles of:
- Transparency
- Equal Treatment and Non-discrimination
- Widest Competition
- Proportionality
- Sound Financial Management
Depending on the value of the tender, the procurement procedures can be open or negotiated.

Who can participate
Participation in the public procurement procedures of EU Agencies and JUs is open to all natural and legal persons within the scope of the EU Treaties.
The procurement procedures of EU Agencies and JUs are open are not covered by the WTO Multilateral Government Procurement Agreement (GPA).
Tenderers established in third countries (non-EU countries) do not have the right to participate in procurement procedures unless international agreements in the field of public procurement grant them the right to do so.
Market research and consultation
EU Agencies and JUs may invite all interested parties to take part in market research and consultations to better understand the terms and conditions applied to contracts in a particular market. Meetings with interested parties may be organised in this regard.
